깡마르고 각진 얼굴, 그러나 육감적이고 차가운 여인, 시간과 공간이 불분명한 미래 도시에서 살아가는 특수요원 이온 플럭스. 그녀의 테러가 무엇을 향한 것인지 알 수 없으며, 그녀가 정의의 편인지 악의 편인지 역시 예측할 수 없다. 단지 그녀가 속한 공간은 개인이 모든 책임을 져야하는 무정부주의 국가 모니카이며, 그녀와 대립되는 인물 트레보가 사는 브레냐는 대형 아파트와 거대나 공장으로 포장된 전체주의 국가를 상징한다는 점 정도만 유추할 수 있다. 과학기술의 편리함이 스스로의 삶을 옥죄는 통제의 수단이 되어버린 디스토피아의 우울한 시대. 이온은 누구보다도 강력한 힘과 뛰어난 두뇌로 선과 악의 모호한 경계에 선 채 위태로운 외줄타기를 한다. 그녀는 모든 것이 치밀하게 조직되고 일사분란하게 움직이는 시대에 반항하는 이단아이자 질서의 파괴자이다. 반면에 트레보는 이 모든 도시의 창조자이자 통제자이다. 이온과 트레보는 때로는 적대적이지만 때로는 서로를 갈구하는 관계가 되기도 한다. 온갖 상징과 성적 코드가 담긴 이온의 행동은 그녀 자신이 디스토피아의 희망이자 희생양의 상징임을 말해준다.
