At den godtroende og lidt ustruktureret vagtmand John Brown, ikke kom ind på politiskolen, var ikke så mærkeligt. Men John giver ikke op, han har nemlig en drøm om at blive verdens bedste politimand. I et tophemmeligt eksperiment bliver John forsøgskanin. Dr. Brenda Bradford, som John er forelsket i, bygger ca. 14.000 forskellige finesser ind i Johns krop. Han bliver til en levende maskine og under navnet Inspector Gadget går han med liv og sjæl i gang med at fange skurke. Til sidst står han foran sin vanskeligste opgave: At redde verden fra super-skurken Claw. Og dér er de tekniske tingester ikke bare en hjælp, men det kan også være besværligt at have en helikopter i hatten, spiralfjedre under skoene og lange udtræksarme!
