Nachdem der legendäre Gangster Frank White nach einer langen Haftstrafe zu seiner Gang zurückkehrt, beginnt er kontinuierlich, sein Revier auf gewaltsame Weise zurückzuerobern. Er möchte das lukrative Alltagsgeschäft aus Prostitution und Drogenhandel wieder unter seine Kontrolle bringen. Doch irgendwann scheint sich Franks korrupte Persönlichkeit zu wandeln. Er fängt an, im Rahmen seiner Möglichkeiten Gutes zu tun, und spendet Teile der Erlöse aus dem Drogengeschäft an wohltätige Zwecke. Eine Gruppe von Polizisten um Roy Bishop hält dieses Verhalten für einen gerissenen Trick und beginnt am Rande der Legalität gegen Frank zu arbeiten, um ihm endgültig das Handwerk zu legen. Zwischen dem Gangster und der Polizei entbrennt ein Kampf, der mit Waffengewalt geführt wird.
